Arias rightly admonishes [that] to that council, announced by Joshua, all came together who sustained the person [role] of the whole people: namely, the Pontiff, the priests, the Nobles, the Elders (or the 72) who made up that Sanhedrin — established by Moses on Jethro’s counsel — and, finally, the heads of the families, any chief [men]. But this whole [thing] is gathered rather from the circumstance of the matter than from the single word “Kahal” (which Arias and Montanus press), since that [word] is taken also of a seditious tumult and concourse (Exod. 32:1; Num. 16:4 & 18). But, word for word, for “all the children of Israel were congregated,” in the Hebrew [it] is “the whole council, or the entire assembly, of the children of Israel was congregated” — as [in] Exod. 35:1, in the 70, “ἐξεκκλησίασε πᾶσαν συναγωγὴν υἱῶν Ἰσραήλ [exekklēsiase pasan synagōgēn huiōn Israēl]” [“he assembled the whole congregation of the children of Israel”]. But what was done in that council, or assembly, I said above (point 1), in the argument [introduction] of this ch. 18.
