This question was, for the most part, expounded before (ch. 13, q. 11); nor would anything now [need] to be added, were it not [that] Rashi says the city of Shiloh is in the Benjaminite dominion. For [it is] certain, from Ps. 77, [that it] was in the Ephraimite [territory]; and no reason can be brought forward by him except this one, very futile [one]. In this ch. 18 the tabernacle is placed at Shiloh, and in the same chapter the Benjaminite lot is described; [therefore, he argues,] that [Shiloh] is to be placed among the cities of this [tribe]. But the consequence is denied — which indeed is null. Because, first, the assembly was announced at Shiloh, and in it [it was] decreed that the other remaining inheritances should be allotted by lot; but the Benjaminite lot came out of the urn first of all — therefore [it] is here described first. If the tribe of Zabulon, or of Aser, had come out in the first place, [it] would certainly be described first. Would Shiloh [then be] in that [tribe] on that account? But in the Ephraimite tribe (ch. 16) this [Shiloh] is not recounted. [True,] but [that is] because not all the cities are recounted in all the tribes, as was also said above. And since in this chapter the Benjaminite lot is explained, [and there is] no place for Shiloh in it, [it] is enough [to say] that it was comprehended within the southern Ephraimite border. In the 70 [it] is written “Σηλώ [Sēlō],” as [it were] “Selo.”
