In which [is treated] the preparation of the people (opening)

That preparation [is] twofold. For [it is] either of the universal people, or of a certain part [of it]. The former is delivered in this chapter, vv. 10 & 11, and ch. 3 v. 5. The latter [is delivered] in all the rest [residue] of this chapter. Of the former, as it is now here expressed, [it is] to be treated.
